Client: Ashwaubenon School District                                                                                                       WE BIKE led the Safe Routes to School (SRTS) Campaign for the Ashwaubenon School District. The project focused on incorporating the 5 E’s of SRTS. Education included the development of a SRTS website, walking/bicycling encouragement assemblies and 3rd – 5th grade physical education skill development classes. Enforcement was enhanced thru training materials, roll call training and ride alongs.   Engineering included the development and instruction on proper use of a new multi-use path. Encouragement and evaluation included; promotion of Walk and Bicycle to School Days, Pace Car Program, community safety materials and  Student Travel Tallies and Parent Surveys administered thru the National Center for Safe Routes to School.

WE BIKE worked with the Village of Ashwaubenon’s Bicycle & Pedestrian Advisory Committee, Village staff, elected officials and other consultants to create Ashwaubenon’s first Comprehensive Pedestrian & Bicycle Plan. The goal of the Plan was to more safely and enjoyably accommodate pedestrians and bicyclists moving about the Village for recreation and transportation. The Plan provides guidance in all aspects of engineering, education, enforcement and encouragement to better integrate walking and bicycling into Village life.

WE BIKE served as the Grant Coordinator for the Education & Enforcement for Increased Walking & Bicycling project in Brown County, Wisconsin. The purpose of this project is to address common barriers to increased walking and bicycling, specifically a lack of education and enforcement activity throughout the county.

As Grant Coordinator, WE BIKE created and worked with a project steering committee, organized and conducted community based bicycle education courses, developed and implemented a multi-phased law enforcement training continuum. This culminated in the teaching of a two-day Pedestrian & Bicycle Law Enforcement Training course at Northeastern Wisconsin Technical College. This course is now part of the college’s regular course catalog.

Little Chute, WI

Client: Village of Little Chute
WE BIKE used detailed community data, site surveys, staff and public involvement, along with an understanding of the need for pedestrian and bicycle safety, mobility and access, to develop specific pedestrian and bicycle facility recommendations for roadways and paths within the Village of Little Chute.

This work advanced a general corridor study that had already been completed in the Village’s Comprehensive Park and Outdoor Recreation Plan. All recommendations were based on accepted state and national design standards and guidelines. The plan supplement was ultimately presented to, and adopted by, the Village Board.

The Stoughton Road (US 51) Corridor Study covered 10 miles of US 51, in Madison, Wisconsin. WE BIKE completed the bicycle transportation portion of the study’s Needs Assessment and Alternatives (development of solutions to address the problems identified in the Needs Assessment and preparation of an Environmental Impact Statement).

WE BIKE has been a national leader in bicycle law enforcement training since 1995 when it created the two-day Enforcement for Bicycle Safety (EBS) course for the Wisconsin Department of Transportation. This course was designed to give law enforcement officers the basic bicycle safety information needed to manage traffic and provide a safe bicycling environment in their communities.

Wisconsin Dept of TransportationIn 2006, EBS was updated and modified by WE BIKE to include pedestrian safety information and the course was renamed as the Pedestrian & Bicycle Law Enforcement Training course .  The course contains information in the following areas:  What, Where, When, How, Who & Why of Walking and Bicycling, Highway Safety Triangle, Engineering, Bicycle Environment Audit, How Pedestrian & Bicycle Crashes Happen, Education, Pedestrian & Bicycle Laws, Enforcement, Pedestrian Safety Enforcement Actions, Crash Investigating & Reporting, Potential Law Enforcement Partners.

Both courses have been taught to officers throughout Wisconsin and nationally and have become models for increasing officer’s subject knowledge as well as their desire to improve pedestrian and bicycle safety through the enforcement of laws.

This project was designed to improve traffic safety in rural and urban areas of Dane County where bicyclists and motorists share the road. Peter Flucke, President of WE BIKE, served as Project Coordinator for this project, funded by the Wisconsin Department of Transportation through a grant to Dane County. WE BIKE coordinated the public education through PSA development, news releases, and earned media; the enforcement component through law enforcement training and overtime enforcement grants; and the targeted education component to middle school youth and outreach to the bicycling community. Initiatives developed by this project continue to be implemented in Dane County.

Client: Sheboygan County Non-Motorized Transportation Pilot Program
A five-year federally funded program to improve conditions for pedestrians and bicyclists and to achieve a mode shift away from motor vehicles, where WE BIKE provided technical expertise to a team that created a comprehensive pedestrian and bicycle plan for the County.

 

SheboyganSpecifically, WE BIKE was responsible for pedestrian and bicycle crash analysis and providing assistance to the Safe Routes to School, Health and Safety, and Technical subcommittees. WE BIKE also provided pedestrian and bicycle training to the County’s law enforcement officers. This training utilized the Wisconsin Pedestrian & Bicycle Law Enforcement Training course, which WE BIKE developed for the Wisconsin Department of Transportation. But further, it introduced the Pedestrian & Bicycle Law Enforcement Training Continuum concept developed by WE BIKE.
